video resize shortcuts not working

I used to be able to use cmd+(0-3) to resize the window from half size, to normal, double, and fit to screen. But now the only one that works is fit to screen (cmd+3). The other shortcuts do nothing. I see the "Video" menu at the top highlight when I hit the shortcut, so it seems to be recognizing that I hit it, but the window just stays the same size, other than when I hit cmd+3 to do fit to screen.

Can anyone please help me figure out how to fix this? I'm on Mac OS X Mavericks 10.9.5.
