VLC jumps 15s forward/backward

Dear All!

I just changed from windows to MAC (El Capitan on MBP 13" with 2.2.1 64 bit) and has the following issue with VLC:

On the track slider it is almost impossible to find a proper time as the player just jumps 15s forward/backward in the movie.
So it is not possible to pull the slider so fine as on windows was. 15s jumps are a way too much.
Tried to change file caching, disk caching, network caching - no effect on this. Also it does not depend on the type of the video file (mkv/avi/mp4 - all the same).

Is it possible to finetune somehow this (to reach continous track slider (without any jumping) like on windows)?

when vlc is open at the top in vlc column click -preferences- it will open then click at the bottom -show all- on left column click -interface- then click -hotkeys settings- Screen Shot 2015-12-03 at 10.43.30 PM.png

there are 4 settings that you can adjust. your hot keys are quick/shortcuts on the keyboard, you can change or program them how you want but they are in preferences in -show all- at the top on the right click -hotkeys- & you can change them if you don't like the way they are. also the -e- key will pause the video & do a frame by frame if you really want to look at something slow mo

i tried to add a screen shot of what to look for & it did not apply like i thought it was going too so sorry about that
