video effects not opening

so for no reason that i can find the command e option no longer is working. actually nothing i do will open the video effects control panel at all. how do i get this back? i have the 2.1.4 version with mavericks 10.9.4

Reset preferences with the prefs dialog.

ok but how would i do that? i know what/where preferences are/is but not sure what the prefs dialog is or how i would that. can you possibly explain the steps in doing this?

Its really easy, you just open the preferences panel, like in all other Mac applications, and click the reset button.
