OS X Server - VLC HLS livehttp Streaming from Playlist

Starting a community TV station and want to run a playlist off VLC 2.0.5 GUI on Mac OS X Server and send it via the livehttp HLS .m3u8 playlist out to people who want to watch it.

Looked high and low for days and can't figure out how to turn it on using the GUI in VLC.. I've gone to the livehttp tab and the documentation online doesn't line up with the latest version.

Any help/a tutorial of how to stream over the GUI on Mac OS X Server from a playlist would be amazing.

Just seems to be the most reliable to stream to multiple cable companies over the internet and it's where things seem to be going. Also had issues with multicasting over the internet. The playlist seems to be causing some packet issues and then crashing regularly. I used MPEG Streamclip to transcode everything and the server is an i7 Mac Mini 6gb ram solely to delivery VLC stream to a few cable companies in HD. Any suggestions would be awesome, but the tutorials and after extensive searching HLS seems to be my best option or so I've been told. Any alternative setups would be welcomed and most appreciated.
