Can I move through a DVD movie a single frame at a time?

When playing back a standard movie DVD on VLC, is there any way to move forwards or backward a single frame at a time?
This ability is useful when analysing how DVDs were shot and edited.
Thanks.

No backwards. And yes, you can adjust the speed forward.
