VLC 3.0.20 on MacOS

I'm watching a movie with embedded subtitles but the video also has subtitles encoded in the video during foreign language parts. In these parts, the two subtitles overlap.

I tried to move position, change font or color, add a background, to no avail. All the command in the "subtitles" menu are ignored. Is it a bug? can it be fixed?

No, current versions of VLC can only play one subtitle track at a time (this will change in version 4), so if you see two it means that one of them is burnt into the image. As it is part of the image, no commands can change the text.
