VLC Audio not responding to System Setting

When I select my monitor to play audio from the playing movie the selection appears to be
changed on screen but when I start playback the audio does not play from the monitor.
In fact there is only silence.
On screen I can see that audio is going to the headphone output but in settings the monitor is selected.
No matter what output I select in System Settings that choice is ignored and the headphone output is the only output VLC seems to see.
I have reinstalled VLC with no change.
