stuttering .mkv file

Hi, I noticed that on some .mkv files the video has stutter, the same file runs perfectly on VLC for windows(3.0.18) but it also has the same problem for vlc on iOS and macOS. The film lag to the same points at the same time every time you play it on both Mac and iPad/iPhone(3.4.7). I'm using the latest version of VLC on all platforms. I'd also like to send you the first 20s of the film to help you reproduce the problem but I don't know if it's legal. If I can help by sending something else ask me.
