Converting video using Phosphor deinterlace fllter

Hello,
I would like to use the phosphor filter to convert some of my 80s soap operas which look terrible in dvd but look terrific with the Phosphor filter from VLC. I tried to create a CRT mask in Final Cut it doesn't look at all the same. Phosphor is the answer. Unfortunately I haven't been able to find any option when converting, either in the mac of the pc versions.
Am I missing something? Help would be greatly appreciated.
