rtsp gray-outs with highlights still visible?

I know this problem is within VLC and though I've tried researching and trying various preferences, I still can't get VLC to stop doing this; the rtsp feed will alternate between gray-ed out parts and what looks like 'highlight' parts still visible. I don't know what else to call it. Can someone tell me what is going on and how to fix this? I've tried on v2.2.8, 3.0.11, and 3.0.12 with no better results. I know it has to be VLC as I have another cam company's software (VMS) and it works just fine (though it's not an rtsp feed, I think).

I'm running MacOSX 11, el capitan. This happens though on all my devices; an old tablet and another computer, a Mac mini.

If there's a better way to view using VLC, let me know, as all I've come up with is the rtsp parameter. I like using VLC because unlike the VMS software, I can make the view full screen.

The camera is a security cam, 5mp KingKongSmart brand. I have another camera running another rtsp feed (a Barlus underwater cam) which does not exhibit this problem (or hardly ever).

I'll attach a Youtube link below of the alternating video feed I get. This is a video of my pond and it's the water areas that continue to be seen while everything else goes gray. The feed alternates between the two like every couple of seconds, sometimes blinking but staying on the gray-ed out version.
