VLC + Plex + UPnP + Jump keys

Greetings,
I've tried searching the forums for a solution, but I was unsuccessful in locating an answer to my predicament.

Given:
MacOS: 10.15.7
MacBook Pro: 16-inch, 2019
Processor: 2.3 GHz 8-Core Intel Core i9
RAM: 32 GB 2667 MHz DDR4
VLC: 3.0.12
Plex: 1.21.1.3876
Tuner: HDHomeRun PRIME - HDHR3-CC
Video File: MPEG-TS, 7,053 kb/s, 1,920 * 1,080 (16:9) at 29.970 MPEG Video (Version 2)
NAS: ASUSTOR AS5102T ADM 3.5.3.RBH1, CPU: Intel Celeron @ 1.99GHz, RAM: 8.00 GB, Network 2 GB via Ethernet LAG
Note1: Running VLC in verbose mode /Applications/VLC.app/Contents/MacOS/VLC -vvv
Note2: Hotkeys verified in (menu): VLC media player -> Preferences -> Hotkeys

Problem:
VLC [on macOS] is using my local LAN to connect to my Plex server via Universal Plug and Play. Then I select a MPEG2 video file previously recorded through my DVR and stored on a NAS (also on the local network). I can *not* successfully use the hotkeys to use the short, medium or long jump - either forward or backwards. For example - Command + Shift + Right arrow shows the time indicator jump one minute forward, but then it reverts to original playing time + 2 seconds (e.g. Press Hotkeys at minute 7:00, it will jump to version 8:00 then revert to play position 7:02 with a slight audio stutter). The video never advances (or recedes) by the requested time jump.

Since I'm running VLC in verbose mode, I check the terminal window for any indicated errors. Nothing displays in the terminal window, VLC seems to be unaware of the failure of the hotkey. Solutions tried: Quitting and restarting VLC - no effect. Copying the MPEG2 file to my local drive - all hotkeys function normally - including jump. I also tried connecting via SMB (via macOS implementation of smbfs) to the NAS directly and the hotkeys work -- but there is a bit of a delay/stutter, but the jump (in either direction) works. I suspect that if I increased my VLC cache that would resolve that nitpick.

Thoughts???

I realize I'm coming dangerously close to "crossing the streams" here, but in the name of "leave no stone unturned" I also attempted the following:

Given:
Guest OS: Win10 Pro 1909 OS build 18363.1198
Host OS: MacOS 10.15.7
Processor: 2.3 GHz 8-Core Intel Core i9
Allocated RAM: 4.5 GB
Allocated Storage: 50 GB (25 GB Free)
VLC: 3.0.12
VirtualBox: 6.1.16 r140961 (Qt5.6.3)
Guest additions installed = Yes

Problem:
I tried the same file (plus a few others to make sure the problem wasn't file MPEG2 specific) with Win10 Pro + VLC + Plex + UPnP + Jump keys. I verified that the jump key was Control + Right arrow and ended up with the same result. I saw the incremented time flash in the upper right corner of the screen, but the true time indicator on the bottom left side of the player stayed at the current time with a two second change and a slight audio stutter.

This appears to be a cross platform issue - or I'm exceptionally unlucky. However, I'm unwilling to place a bet on which (or both) case is true!
