Can VLC delay video from streaming services?

Hi--

My new Bluetooth headphones introduce a delay in the audio, causing lip sync to be off when I watch streaming services such as YouTube, Netflix and Facebook. The people at RogueAmoeba suggested that VLC might be able to add a corresponding delay in the video. Can it, do you think?

I just downloaded VLC version 3.0.11.1. I'm running Mojave 10.14.6 on a 2015 MacBook Pro.

One other thing: Is there a book for VLC?

I'd appreciate your suggestions.

I have figured out how to delay the video w.r.t. the audio for prerecorded movies, but I have not figured out how to pass streaming services through VLC in real time. Is such an input allowed?
