What does color threshold do, exactly?

Hello, I recorded a couple hours worth of video feed from my monitor with OBS, but unfortunately the resulting video was filled with grainy, multihued noise. Not sure what caused that.

Anyway, the color threshold effect fixes this, and since the resulting video is supposed to be grayscale, it basically fixes the entire problem. But, since I'm on a mac, I can't export the video with the effect applied.

I tried to research what the color threshold does, in order to replicate the effect in Adobe Premiere. No dice, it's not just desaturating the image.

Anyone in the know on this? How do I do what the color threshold effect does in Premiere?
