VLC video messed up

What causes this to happen?

The only time i see this and this, and the occasional buffering, is where i am downloading a lo to external USB drive..

When the issue happens,it happens across any video format, so i do not believe it can be the format... Just want to confirm, is this caused by latency ?..

eg,, the decoder in VLC is ahead then the drive can keep up ? Disabling 'hardware decoding' in VLC preferences doesn't make a difference. It's not really a problem, as the workaround is not to download allot to USB while also playing from same USB drive, but just wondering if there ia s solution to do this simultaneously ?

Its a USB 3.0 drive, so should be able to keep up no problem.
