Open Capture Device not saving file or saving empty file

Using VLC 3.0.8 on a 2019 MBP running 10.14.6.

I have one of those EasyCap type VHS capture devices and I can get the video to show up on screen but for whatever reason it never saves a file.

Open Capture Device
Select Device
Click Stream Output
Settings
-Display Stream Locally
-Encapsulation Method MPEG 4

I click all of this click open, the source plays on the screen but half the time it doesn't create a file and then when it does nothing is ever saved to the file it's just an empty shell.

What am I doing wrong here?

You probably also need to reecode to a different format, by filling out the correct things in the settings panel.
But I believe nobody from the VLC team tried that with a VHS capture device yet, so I can only guess here.

If you can send us a full log, we might be able to say more.
