Custom Hotkeys not working

I recently updated to VLC 2.2.8 and now the custom hotkeys simply aren't sticking. According to the preference menu they've been changed, but this doesn't work in practice. Each hotkey is instead acting as if it is still set to its default. For example, ⌘← is 'Previous' by default, but I've changed it to be 'Short Backwards Jump', which is reflected by what the menu tells me. However if I actually use ⌘←, the player still acts as if I've entered the 'Previous' command.

This particularly sucks as I only started fiddling with hotkeys just before the update rolled out and I already can't live without them. I'm using Mac OS High Sierra, VLC 2.2.8. Any assistance would be appreciated. (And please let me know if I'm not clear or haven't included enough information). Thanks :)

I'm a newbie here, but I'll add this because I was struggling with the too and you haven't had any response yet.

First, I need to say that I'm using version 3.0.8, not the version you reference. After upgrading to Mojave, VLC 2.2.8 kept crashing when trying to open a file.

Anyway, I also found that after redefining the Hotkey, the change wasn't taking effect, even after saving the change in Hotkeys. But after quitting VLC and relaunching, the Hotkey changes I had made took effect.
