Audio out of sync bug is MacOS version related!

As the issue is getting worse with each VLC version and we found it's specific to certain versions of MacOS, I'm creating this new thread in the hope someone might find the reason why it happens only in certain versions of MacOS — and hopefully fixes it. :mrgreen:

What we know for sure:
- it affects tv streams and files in MacOS 10.11 and 10.9 (and probably 10.10)
- it doesn't in MacOS 10.13
So there was probably some change in 10.12 or 10.13, some library or framework that VLC3 uses that VLC228 didn't...

operating system: 10.11
hardware: integrated
reproducibility: it started every time when switching from main language to secondary language (v3.0), now it's for all the tv streams and all their audio tracks (v3.0.8 )
codecs: H264 + ADTS audio (French Internet provider free.fr)
