YES this solved the problem easily for me (OS 10.14.5). Thank you Lugosanto!..So i fixed it by going into system preferences then security and privacy then click the lock put your password in and go into the privacy tab, after that accessibility and tick the box that says VLC and has the logo on it allowing the app to control your computer. Then it worked just fine.
Ps: i have version 2.2.1 ive had it for a while and never had a problem till now.
