Plays locally even when streaming

OSX 10.4.2, VLC 0.8.2...Open File...Advanced settings...Streaming is set and Play locally is not checked yet the video plays locally? Is this a bug or a feature?

This happens if the streamoutput chain could not be created. You probably have selected an invalid combination of streaming settings.

I have tried what seem like MANY options and I have not yet succeeded in streaming from the Mac to a PC (running VLC). I have a VideoTS folder and would like to stream to a PC. Is this doable if the Mac has a NAT address or must it have a routable address? Can you please suggest the appropriate options?

I would also like to know if (and how) to permit the PC to control the playback.
