it is not in App Store and in Cydia is only 1.1.1 (yes, my iPhone is jailbreak)
also in http://www.videolan.org/vlc/download-ios.html the version is 1.1.0, that is older than the one from Cydia (there is and i have it installed version 1.1.1

VLC 2.0 isn't available for iOS and won't be for the next time for legal reasons.
