MP4 very choppy -- can't find modules pref

I am running the latest version of VLC on a G4 867 Dual with 2G RAM on 10.3.9. I recently downloaded some MP4 files of a football game. When I open a file I get the audio track but the video stops at the first frame and I get the following message:

frame (computer too slow ?)
ffmpeg: more than 5 seconds of late video -> dropping frame (computer too slow ?)

I opened up the faq text file and the instructions were to open the preferences and go to the module section. There is no module section that I can find that matches the description in the text file. Can someone help me find this section?

maybe the computer is slow, try to speed up your pc.
