Automagically adding content

Ok, I know this has to have been addressed before, but I'm tired and can't find.

What I want to do is automatically add content that I drop into a folder to VOD.

Basically, if I leave Bit torrent downloading the latest episode of "Gumby", I want VLC to see that the file GumbyNew.avi is there and offer it up for streaming.

Is there a way to accomplish this? And if so, can someone please point me in the right direction?

They way I understand it the only way to do that would be to get an extra service that runs in the background, scanning your incoming downloads directory and then adding VOD streams to your running VLC RTSP server through either telnet or HTTP but also be smart enough to edit the transcoding line based on the input file's format and your output preferences.

If anyone has this automagic background service, open source it? please????

Someone has already done that, I think.
