Streaming a blank stream when input stream is break

Hi 2 all !
Anybody, help please!!
I'm trying to do this almost at least a month, but nothing...
I need the next:
i use 2 vlc programms: 1 at windows computer, another at linux computer. Both VLC i use as stream-servers.
At linux VLC i use a stream from windows VLC. When i'm stoping a stream at windows VLC, at linux VLC stream is stopping too. How to do that when im stoping a windows VLC - at linux VLC stream will not stop. Instead of it i want to stream from linux VLC black screen or any static picture (like "service is currently unavailable"), but when i'll press "stream" in windows VLC - at linux VLC stream must be recovered from windows VLC.
It needed for education purposes in schools.

Or, can you advise me any freeware windows or linux application, which can mix or switch several live input streams without interrupting output stream?

you can script VLC activex to display something when no signal is received (no vout). see the wiki for this

or you can use --sout-keep on the windows box if you want to display a black screen (but the win pc must still be running vlc)

you can try to stream a playlist on the pc with linux, instead directly the stream from the pc with windows.
In this playlist you can put two stream: one from the windows pc , and one from a "blank" movie, containig i.e. your logo ..

use just mosaic that works well
I use it to do the same thing :

- stream a background with same size as other video stream
- when I receive stream, background is juste behind... and if video stream stops, I get background image

=> from clients, stream is never broken

=> yes, from what I know : jpg and png

with 1.0 my tips doesn't work well each time
I have still to use 0.8.6 to be ok

possible to get help to fix this issue ?
