VLC Scheduler Freelance work

I need some freelance work done in creating a scheduler in PHP

1. this will be hosted on my Webserver
2. 2 pages with plugin to view the streams or watch in Flash player (prefer flash player)
3. the scheduling page will allow for the following:
- browse for local file
- add url from web address.
- schedule to :30 seconds (ads)
- whatever video is playing is paused to play ad and then back to where it stopped obvisously

4. transcode stream to H.264 or flv on the fly.

all of this i know can be done i am just strapped for time as we are using this for digital signage for the holidays.

if this cant be transcoded in realtime are their any other choices available such as mencoder or ffmpeg on my server please let me know.

i cant pay a lot but will work out something and pay via paypal.

because i need to use VLM to schedule the videos in VLC.

i want to stream these using VLC actually 2 possible instances of VLC. one for the streamer to the other VLC player which would be the output to the TV screens
