VLM with telnet problem!!!

I'm launching a vlc with telnet interface and creating a mosaic via a .vlm as follows:

vlc -I telnet --telnet-port 4212 --telnet-password admin --color -vvv --vlm-conf mosaic.vlm

I then tried

telnet localhost 4212

but the connection does not get established.

Has anybody any ideas.

This is 0.8.6d on Win XP

If you were trying with the windows telnet client, try another (like putty). VLC has been known to have problems with the windows telnet client.
