streaming a mp3 file to my mate?

Hi im new to vlc and i am trying to upload a mp3 to my mate ...he says that cause i havnt got a server i cant send my mp3 without it breaking up....Im on a 1mb download speed with a think 20kps upload....as its a 192kps track i guess he is right ...is there another way...with Thanks Rhurbarb
