VLC scheduler and changing sources for streaming

I was task with a project and thought I'd use VLC for this. What I need to do is Stream audio from the line input of the sound card on a schedule from 6am - 10am and also record that audio for later playback. The recorded audio should be recorded as a 4 hour show or 4 - 1 hour long segments which ever is more reliable. The recorded audio will then be played back at 10am and repeat every 4 hours until the next morning in which we feed the line input of the audio card and start the process over.
