Play a file, then record for 5 minutes

Hi

I need to make some setup where I from the command line can start VLC in fullscreen, playback a file, when that file is done playing it should record from a webcam (and display onscreen) for 5 minutes and save in some common format (mp4 or the like of it). Anyone with some hints? I'm totally blank but I believe that VLC has the capability to do something like this.
