Setup an VLC server

Dear all, I'm quit new in media servers so it might well be that I'm using the wrong group for this post.

Here is the thing that I want to do.
I have a VLC running on my HTPC (with windows 7)
On this HTPC I can access all my music and movies.
As far as I understood it should be possible to stream my music or movies and listen or watch this stream on a mobile device like my Samsung Galaxy S2.

I set the following configuration to my VLC
On the Main Interfaces I enabled LUA, Web and Remote control (lua:http:oldrc)
Furthermore I enabled the Web interface by the Add interface.
This results in error in my console
"Lua interface error: error loading script .....Lua:198: failed to create httpd file

On my Mobile phone I installed VLC S&C
When I try to connect to the VLC server on my phone no servers were found.

Is there some sort of basic guideline that I can follow to setup this server, or can somebody tell me what I did wrong

Although I still have this strange error I now can connect to my server.
It turned out that in my .host file only the local machine was granted access.
But when I try to browse my files the list is empty.
How can I overcome this issue
