Hi, can you use this software in this way lets say a church group can connect over the Internet and practice singing and hear each other?

Technically, yes, between two points, but there are a few issues:
1) this isn't designed to be a chat/talk application, so you may need to fiddle with the settings a bit to get it how you like it.
2) As with any ADC/DAC block, especially one with internet delay, you will most likely have a noticible delay between the two points so that if one place starts singing to match the other, when the other gets their singing, they will hear it as if it is late.
