How to make the internet radio station ?

Hi,

I even am not sure this is the right forum for this question because I still do not understand clearly how the VLC player and its components work together.
But I already know that VLC player can stream the audio to internet so my question is
is it possible to make internet radio station using VLC player at Win VPS ?

I want to make my own scheduler that will automatically choose the next song to play.

Also I want it to be compatible with usual Android apps that play internet radio.

If it is possible then could somebody give me a link to the basic tutorial ?
