port number of stopped stream

How do I get list of defined but stopped streams INCLUDING ITS TCP PORT NUMBERS? Want to create streams programatically, but do not know how to get list of TCP ports of stopped streams. Listing listening ports via network console utility not help because if stream is stopped the vlc does not listen on associated port. VLM not display streams associated port numbers at all.

Want to create streams programatically but do not know what ports are occupied by defined but currently stopped streams and what is free for usage with new stream.
