Fault with config file

Hi All

I'm trying to setup a Mosaic HTTP stream of multiple RTSP streams
Here is my conf file

It has connected to the Input sources and has initiated 4212 But there is NO 8080
What am I missing ? Why can I not see a single HTTP stream
