Wiki account (edit access) request

I see that the Wiki is currently not accepting new account creations, as the function has been limited to Administrators. So, I figured I'd try making a request here. (Apologies if this isn't the correct place or procedure — from looking around on the wiki and searching the forums, it doesn't appear that an explicitly documented process exists.)
My immediate need/intent was to update the so-called "Explanation of every menu item" table (Documentation:Play HowTo/Basic Use/Menus), which is somewhat out of date and does not reflect the current menu structure in VLC 3.0. (Audio now includes "Stereo Mode", "Subtitle" is its own menu instead of being an item in the "Video" menu, etc.) I figured the page that claims to explain all of the menu options should actually explain all of the current menu options.
I'm an established Wikipedian with over a decade of history on the English Wikipedia encompassing many hundreds of edits, big small and in-between (including Template development and maintenance). In all that time, I think I've been reverted... twice, maybe? I can count them on one hand, anyway, and in every case it's been a good-faith reversion based on a point of policy I had not been aware of (Wikipedia being the nebulous bureaucracy that it is).
Point is, I know my way around MediaWiki and I won't cock things up on the technical end. My desire and intent goes no further than enhancing and updating the existing documentation — I'm just looking to help out where I can.
