I see the following at the top of this forum:

Where can these rules be found?

Also, I asked a question on IRC but didn't see an answer. Is there a forum for general support requests?

Where exactly? I cannot see them anywhere, not even in the forum about rules.

They can usually be found on the announcement part of each forum topic.

I have posted a problem / query to the Forum. Will I get an email to inform me that a reply has been posted or do I have to keep logging in to the Forum each day? I notice that some queries have been there for several years without a reply.

You should get a notification if your board preferences have been properly set accordingly.
Check your User Control Panel -> Board Preferences -> Edit Notification Options
