Some improvements to signing up VLC Forum

Hi Team,

While signing up to the VLC Forum , the language option is just British English. You can add as many languages in other forums and can translate it using Google translate.

Also the options for time zones are very few.

Also, when I clicked on the text box to enter the captcha, the mouse pointer showed itself as a hand. This should be changed.

Kindly take care of the points raised above.
