How can I know if my VLC issue is OS-specific?

How can I know if my VLC issue is OS-specific?

Every message board has rules against multi-posting / cross-posting, and this board is no exception. But there are instances in which this rule poses difficulties for those seeking help.

For example, on this board that means that since I'm using VLC under Windows, I have to choose whether to post a tech support question or issue in the:

"VLC media player for Windows Troubleshooting: Microsoft Windows specific usage questions " forum, or the:

"General VLC media player Troubleshooting: For questions and discussion that is NOT (I repeat NOT) specific to a certain Operating System" forum.

But since all of my computers are Windows computers, how am I supposed to know if my issue is Windows-specific or not, since I can't test it under different operating systems? Those who use a single OS like MacOS or Linux on their systems face the same quandary.

I can't be the first to face this problem, but my search terms haven't come up with an answer that I can recognize. How are we single-OS users supposed to decide which forum to post to?

Well, usually codecs issues are not windows specific, everything else is.
