Submitting bugs to Trac

Hello,

I recently re-ran into a bug I asked about back in 05 and posted to this forum

My real question is how do I submit a bug to VLC trac? I tried and I get permission errors:

TICKET_CREATE privileges are required to perform this operation

Are only devs allowed to create tickets or am I missing something?
