We ruled against non-English VideoLAN forums (at least on videolan.org) for the following reason: We're short staffed and don't have many people who moderate and answer to posts on the forum. All of them speak English, most of our users speak English well enough to get some help. Having multiple language forums would require us to answer to the same questions multiple times (at least once in every language). Imagine asking you're question in Russian, and not getting an answer while many English speaking people would be able to help.
If we ever feel that we have enough users
and regular knowledgeful users speaking another language, we might consider changing this rule. Until then, you're going to have to ask your question in English
