Of course are VLC and other VideoLAN projects (except vls) still under active development. We will release a beta-version of a brand new VLC release next week and hope to ship the final version before the summer holidays. Feel free to subscribe to the vlc-devel or other devel mailing-lists to see what's done and when new stuff is going to be available the broad public.
