How can I controle vlc by tcp/ip without a html interface ?

You can use the RC-interface which is basically a telnet-interface for VLC. It can be started with --intf=rc. Enter "help" after its launch to see all available commands. Please have a look at the play-howto (or the streaming-howto if you want to provide own streams) for details.
