VideoLAN Windows Cross-Compilation Steps...

I am new to VideoLAN. I am facing some problems with VLC cross-compilation. I don't know what to use (like Cygwin or MinGW or Linux ) for this.
Can any one tell me the step by step procedure to do this. I lost almost 2 weeks in trying this..

I am using WindowsXP..
