Does videoLAN set priority for video traffic????

Hi
I am streaming video across a network using VideoLAN. I am also interested in the quality of the received video. So I generated data traffic to flow along with the video. How much ever I increase the data traffic, the video traffic gets through entirely. I would like to know if VideoLAN sets some kind of priority (IP precedence) for video traffic. I am using VLC 0.7.1 at both ends
