Is it possible to share a TV-Tuner card using this software? According to your software, it streams video content, but can it stream a TV-tuner's content? To do so, must I leave the program on?
So it can stream video, but can it, like, change channels of the tv-tuner card?

As stated in the doc, VLC is able to stream video content coming from TV cards.
On linix, v4l compatible cards and pvr 250/350 cards are supported
On windown, any directshow compatbie card should fit.
Is is however obvious that everybody will have to watch tdhe same channel at the same time.
It is howver possible to change the channel remotelly using, for instance, the http interface.
