VLC for windows is build under linux. No cross compiler for linux to win64 is available so we will have to wait before we can release any windows 64 bit VLC version.
Concerning linux 64 bit VLC, it is known to be full of bugs so it'll take some time (approximatively the same time that it will take a dev to buy a 64 bit computer) before 64 bit VLC becomes stable enough to use.
