In that case, the "avi" file is not a real, valid, avi container as far as VLC can tell. This is actually a pretty frequent problem with files that people download -- crud gets posted on the Internet, people download it, either the original posted file or the download is corrupt/incomplete.
If this only occurs for one or two files, treat it as that -- you have a couple of bad/broken files.
If you have this happenning for every .avi file, you may (though unlikely) have a broken VLC. In that case, I would donwload the latest version available for whatever your operating system is, and install that.
