videolan turnkey solutions?

Hello,

I am about to go live in another country for a few months but I would like to watch the telly from home. I will have broadband on both ends and I'm just wondering if there's a (cheap) turnkey solution to this?

Requirements:

1. <<1000 usd, if possible.
2. Composite input (ie use video capture/mpeg encoder instead of tv tuner card because I want to stream from non-standard dvb-s source (sky))
3. A IR 'remote control' dongle to control the source set top box.
4. Low power
5. Very stable/'auto recovery' (need to be able to at least access the system via internet to fix software) problems
6. Efficient use of band width (mpeg4 stream, maybe?)... don't need high res DVD quality but I'll settle for a quality that is watchable over long periods of time (eg something like the quality of a 500kbit Real stream might suffice
6. reasonably sized and noise (not terribly important)

If there is no obvious solution to the above I would like to attempt build something but I think I'll need help!

I have a VIA EPIA Mini-itx mobo with C3-800 Mhz processor. It's very low power and small and quiet but the procesor is a bit weedy. would it be viable to use this? Currently I have RH9 on the EPIA system. I would intend to use the hauppage pvr 250 or 350 cards (what's hte difference? Is cpu utilisation smaller with the 350? how about data bandwidth concerns (the mobo has an oldish PLE133 northbridge and VT8231 Southbridge).

If and when this system is built, how would I go about streaming video? I suppose I would need to telnet in, start vls with command line arguents specificing the ip of the pc I want to watch from and switch channel using the ir dongle. And have vlc running on the PC from which I would be watching, of course. Would there be a way to automate this? some sort of web/net interface for remote control? Well I suppose there is, I probably mean to ask whether ther's an existing method... Anyway this bit is supplimental to the main proj.

And, oh, btw, I'll need to get this done in two weeks!
