1 out of 70, I believe it's a false positive from an obscure antivirus.

Which file are you taking about ? The installer ? The ZIP file ? The executable ?
Post the URL of this Virustotal report.

That said, VLC 3.0.21 is out for several months now and no one has reported any issue of this kind yet.
1 warning out of 65/70 must be a false positive.

Since we don't know how you obtained VLC, it is not honestly possible to answer.

Antivirus programs are known to throw false positives with VLC due to half-assed signature databases, but who knows about your case.

Already explained by Chubinou, if you get 1 warning out of 62 scans then it's likely a false positive.
