VLC looks for the libvlccore.dll in C:\Program Files(X86)\VLC
Which is not where it is.

I've shut down all browsers, I've closed all instances, I've killed all non essential processes.
How can I tell what app is using LibVLCCore.dll and preventing a security update from occurring?

This is, indeed, an incredibly frustrating behaviour.
