I'd say the issue arised after the latest big windows update (october)

Save recently played items filter D:/

Only drawback is that you don't get to resume playback from D:/ drive.

I've tried reinstalling, disabling and re-enabling resume playback but it just doesn't seem to want to work.

Does it require having the 'save recently opened items' checked?

VLC will actually download the entire file before playing it.
Even WMP can stream it.
